Creating rich, widely accessible digital content is one of the key prerequisites for protecting and valorising cultural heritage, for networking and the presence of Croatian cultural heritage in European, regional and other cultural content networks, for preserving cultural diversity and for the use of cultural content in education, tourism and other service industries.
Digital content is relatively easy to create and is in principle easily accessible and reusable for creating various services. However, it is also significantly more exposed to various risks, including complete loss or loss of usability.
To ensure interoperability, exchangeability and long-term sustainability of content created by digitising cultural heritage, uniform or harmonised standards and specifications are applied with regard to the digitisation process and parameters.
The eKultura project aims to encourage and support a systematic and uniform approach to digitising materials in cultural institutions, the design and provision of cultural content and services using digital copies, and the application of information technologies in the protection, processing and use of materials.
To join the eKultura system, an institution must submit an Institution Registration Request through the public portal and sign a System Usage Agreement with the Ministry of Culture and Media. The registration request must be submitted by the person authorised to represent the institution wishing to join the system, following prior login via NIAS.
Upon receipt of the request, the Ministry of Culture and Media will review it and make a decision on including the institution in the eKultura system. Responsible persons within the institution will be notified of the outcome and further steps via the email address provided in the request.

The aim of the Guidelines for Digitisation of Cultural Heritage is to establish and promote a systematic and uniform approach to digitising materials in cultural institutions and to create uniform and harmonised standards and specifications regarding the digitisation process and parameters.
